The result of the research project “Building State Capacities to Transform Agri-Food Systems: An Analysis of Food Policies in Brazilian State Capitals,” supported by CNPq, this book brings together studies that examine how local governments build capacities to formulate, implement, and strengthen food policies. Drawing on studies of Brazilian state capitals as well as national and international experiences, the book discusses topics such as food system governance, food and nutritional security, intersectorality, social participation, and the dissemination of public policies. Among the studies presented, the chapter “The Role of the Urban Laboratory for Public Food Policies (LUPPA) in Policy Dissemination and the Strengthening of Municipal Government Capacities,” by Nadine Gerhardt Lermen and Paulo André Niederle, stands out. It analyzes LUPPA as a case study of how municipal government capacities are strengthened through the dissemination of public policies and inter-city learning.
