The Advocacy Program takes the healthy and sustainable food systems agenda to national and international strategic Forums, expanding the reach of our proposals and connecting Brazilian experiences to global debates and policies.
Incidence and cooperation in strategic areas in Brazil and worldwide
Comida do Amanhã participates in several national and international forums of voicing, advocacy and cooperation for the transition of food systems. We actively participate in strategic forums for research, debate and proposition of public food policies – whether playing a leading role or contributing as partners.
By bringing the healthy and sustainable food systems agenda to strategic forums or by contributing to the expansion of this debate from the perspective of cities, we connect the Brazilian experience to debates and policies in national and international forums, voicing our priorities and objectives, sharing impactful processes, results, and methodologies, and incorporating the most important advances in the debate and knowledge on urban food public policy to our work with the cities.

> National Forums
Term: 2024 – present
Observatório do Clima is a network of organizations that monitor and influence climate policies in Brazil. Within this space, we seek to connect food and nutrition security to climate change, reinforcing the need for integrated policies for a sustainable future. Our work seeks to highlight how the dominant model of food production, distribution, consumption, and disposal contributes to the climate and food crisis, and to make it increasingly evident that food systems are central elements for the intersection of food and nutrition security, climate change, public health, and the environment. In an increasingly urban world, the role of cities in seeking solutions is fundamental, and our work within the Observatório do Clima is aligned with this perspective, promoting the debate on public policies that articulate a climate and food agenda in a structuring way.

Aliança pela Alimentação Adequada e Saudável is a Brazilian coalition formed by civil society organizations working in defense of public policies that ensure healthy and affordable food. The alliance amplifies the debate on food policies and the fight against the influence of the ultra-processed food industry on public diets. By taking part on the Alliance, Comida do Amanhã joins other organizations reaffirming their values and principles to achieve the goal of developing and strengthening collective actions that contribute to the realization of the Human Right to Adequate Food (HRAF).

We are a member of the Permanent Dialogue Table Catrapovos Brasil, an initiative created in 2021 by the Chamber of Indigenous Populations and Traditional Communities at the Federal Public Ministry. Catrapovos was created with the aim of promoting traditional food in indigenous, quilombola and other traditional community schools across the country. The group brings together representatives of public agencies and civil society to discuss challenges and propose solutions for including these communities’ production in the public procurement system for school meals, ensuring compliance with the legislation that provides for the purchase of at least 30% of food from family farming, and respecting the modes of production and food culture of indigenous and traditional peoples. Inspired by the successful experience of the Commission for Traditional Foods of the Peoples of Amazonas (Catrapoa), Catrapovos seeks to expand this policy to other states, strengthening food security and the local economy of these communities.

The Food and Land Use Coalition (FOLU) is a global alliance that seeks to transform food and land use systems toward greater sustainability, equity, and climate-resilience. Serving as a network of organizations, experts, and governments, FOLU promotes science-based solutions to ensure food security, reduce greenhouse gas emissions, and protect biodiversity. The initiative has several national platforms, and Comida do Amanhã is part of the Brazil platform. FOLU is a strategic space for voicing, where it is possible to strengthen debates on the transition to sustainable food systems in Brazil. Participation in this environment allows for expanding dialogue on public policies, agroecology and food security, connecting local initiatives with global discussions on food and climate.

The Work Group New Strategy to Combat Food Waste, coordinated by the Ministry of Development and Social Assistance (MDS), is a strategic space for developing public policies to reduce food waste in Brazil, promoting food security and sustainability. Comida do Amanhã actively participated in the “Social Food Policies” axis and in the Cities subgroup, contributing to the definition of guidelines aimed at shaping municipal actions to combat food loss and waste. By participating in the WG, we strengthen political advocacy and the development of structural strategies that integrate the national food systems agenda.

The Council for Sustainable Social Economic Development (CSSED) is a collegiate body of the Brazilian government, recreated by Provisional Measure No. 1,154, of January 1, 2023, with the purpose of directly advising the President of the Republic in the creation of policies and guidelines aimed at the economic, social, and sustainable development of the country. Its composition and operation are governed by Decree No. 11,454, of March 24, 2023. The CSSED is composed of civil society representatives and is responsible for producing normative guidelines, political proposals and procedural agreements, aiming to articulate the government’s relations with various social segments and to promote dialogue on public policies and structural reforms. The work of CSSED is divided into Work Groups (WGs), and, within the scope of the WG to Fight Hunger, our director, Juliana Tângari, participated as a guest expert.

Term: 2025 – present
The School Meals Coalition, a global network linked to the UN System and coordinated by the World Food Programme, brings together more than 140 partners and 108 Member States to support governments in expanding school feeding by 2030. Created in 2021 and co-led by Brazil, Finland and France, the Coalition promotes cross-sectoral solutions in education, nutrition, health, agriculture and social protection. Comida do Amanhã, the only Latin American think tank in the network, provides technical knowledge on the implementation of the National School Meals Program (PNAE), highlighting its experience in participatory governance, local production and sustainable development. It also seeks to strengthen international advocacy for food policies that are more integrated into efforts to tackle climate change and to promote equity and social justice.

The Alliance, launched within the scope of G20, brings together governments, international organizations, multilateral banks, donors and civil society organizations to eradicate hunger and reduce poverty globally. The Alliance is a multilateral space, within the framework of international cooperation, to contribute to the strengthening of national public policies for food security and poverty reduction, based on the objectives of Social Development Goals (SDGs) No. 1 and 2. We are founding members of the Alliance, on the Knowledge Pillar, which includes renowned institutions dedicated to promoting knowledge generation, technical assistance and voluntary information sharing in terms of food and anti-poverty policies, as mutually agreed upon among its members. We also occupy a shared seat at the Council of Champions, along with Citizenship Action, Fome Zero Institute and World Vision International.

Comida do Amanhã is part of the Global Community of Urban Agrifood Systems, currently under construction as a renewal of the Urban Food Systems Coalition created in 2021. The initiative is coordinated by FAO, in partnership with different international organizations and other UN agencies. It aims to structure a formal space for multisectoral cooperation around the urban agrifood agenda. Comida do Amanhã was part of the executive committee and took on the coordination of the task force to define goals, results and assessment parameters for the success of the community. The global community currently taking form aims to articulate national and subnational governments, civil society, academia and international organizations for joint solutions to transform urban agrifood systems.

Comida do Amanhã, through our director Juliana Tângari, is part of the Rockefeller Foundation’s Regenerative School Meals Advisory Committee, a space aimed at building global references on how school meals programs can drive agroecological and regenerative transitions. In this space, we contribute with our expertise on the National School Meals Program (PNAE) and its innovative implementations at the local level. We collaborate in the curation of debates, nomination of Brazilian experts and participation in panels during the convention organized by the Rockefeller Foundation in Addis Ababa, which preceded the UN Food Systems Summit (UNFSS+4) in July 2025.

The UNFCCC (United Nations Framework Convention on Climate Change) is the UN’s international convention that guides global climate negotiations, including the Conference of the Parties (COP), where strategies to address climate change are defined. Comida do Amanhã has been an observer organization of the UNFCCC since 2023, which allows us to actively participate in the Conferences of the Parties (COPs), with access to the Blue Zone. This position reinforces our role in voicing the importance of integrating climate and food systems agendas, presenting proposals from Brazil for climate solutions that point toward the development of public policies to ensure food security, biodiversity conservation, and climate justice.

G20 is the group of the 20 largest economies in the world, which discusses global issues such as economic growth, negotiations and climate change. C20 (Civil 20) is one of the G20 engagement groups, composed of civil society organizations that propose recommendations and analysis for the group’s decisions. In 2024, during the Brazilian presidency of the G20, Comida do Amanhã served as co-leader of the C20 Food Security and Nutrition Working Group (Civil 20), an official space for civil society participation in G20. This mandate was in force throughout the cycle of the Brazilian presidency, allowing Comida do Amanhã to influence international debates on food security, nutrition and sustainable food systems, ensuring that civil society voices were taken into account in the recommendations presented to the Heads of State.

Our co-founder Mónica Guerra Rocha was appointed Ashoka Fellow, the largest global social entrepreneurship network, with international operations. By being part of Ashoka, Comida do Amanhã connects to and dialogues with other national and international organizations whose mission is to transform systems for the common good. The Ashoka Network also supports the work of Comida do Amanhã, giving visibility to its actions, facilitating coordination with national and international partners in various areas and competencies, and allowing access to resources, knowledge and training. The Ashoka fellowship is for life.
Term: 2024 – present
The 17 Rooms initiative, launched in September 2018 by the Brookings Institution and the Rockefeller Foundation, is an innovative approach to promoting collaborative action towards the United Nations 17 Sustainable Development Goals (SDGs). In this format, each “room” is dedicated to a specific SDG, bringing together experts and leaders to identify practical actions to be implemented in the following 12 to 18 months. The goal is to foster productive connections among the various objectives, promoting integrated solutions to global challenges. Our role was a guest expert, through our director Juliana Tângari, who participates in the initiative in Room 2 (SDG 2 – Zero Hunger and Sustainable Agriculture) with a focus on school meals.

Comida do Amanhã participates in the Global Mirror Group within the FoodPathS project, an initiative funded by the European Union and operated by ICLEI Europe to support the creation of the forthcoming FutureFoodS partnership, aimed at transforming European food systems. The Mirror Group serves as an international space for reflection and consultation, bringing together civil society organizations, academia, local governments and partner institutions to exchange experiences, identify priorities and contribute to making the European partnership more inclusive and connected with global realities.

Global network created by the UN to mobilize scientific and technological knowledge in favor of sustainable development. The Network provides access to research, innovations and articulations with experts to improve knowledge about the 2030 agenda and its articulation at the global level through civil society organizations.
